THIS CHANGE IS PART OF A BROADER REVISION TO HOW THE NAVAL SAFETY COMMAND WILL ASSESS THE HEALTH OF THE OVERALL NAVAL SAFETY MANAGEMENT SYSTEM THAT FALLS IN LINE WITH THE CHIEF OF NAVAL OPERATIONS’ GET REAL GET BETTER INITIATIVE. THE REQUIREMENTS OF REF D WILL BE FORMALLY ADOPTED IN FUTURE REVISIONS TO REFS A, B, AND E. 2. STARTING IN JUNE 2022, NAVAL SAFETY COMMAND WILL BE CONDUCTING FORMAL, INDEPENDENT ASSESSMENTS OF ECHELON II THROUGH V COMMANDS TO EVALUATE COMPLIANCE AND PERFORMANCE OF SAFETY AND RISK MANAGEMENT AS WELL AS ASSESS CONTINUAL SELF-ASSESSMENT AND SELF-CORRECTION WHICH ENABLES A LEARNING ORGANIZATION. 3. ECHELON II/III ASSESSMENTS WILL IOC LATER THIS YEAR. NAVAL SAFETY COMMAND WILL BE ASSESSING ECHELON II AND III COMMANDS TO LOOK AT THE TOP OF THE NAVAL ENTERPRISE TO ENSURE SENIOR LEADERS ARE PROACTIVELY MANAGING RISK WITHIN THEIR ORGANIZATIONS AND SUBORDINATE COMMANDS. THIS INCLUDES HOW RISK IS COMMUNICATED/MANAGED UP FROM THE UNIT AND COMMUNICATED DOWN FROM THE TOP. THIS APPROACH FOLLOWS THE PRACTICES EVALUATED AS BEST OF BREED IN HIGH RELIABILITY ORGANIZATIONS. THIS PROCESS SUPPORTS THE NAVY’S NEW ECHELON I SAFETY MANAGEMENT SYSTEM (SMS) POLICY WHICH WAS INTRODUCED DURING NAVY FLAG OFFICER AND SENIOR EXECUTIVE SERVICE SYMPOSIUM EARLIER THIS YEAR. THE NEW SMS POLICY FOCUSES ON A PRINCIPLE BASED APPROACH TO RISK MANAGEMENT, ALLOWING THE ECHELON II/III THE FREEDOM OF MANEUVER TO IMPLEMENT AN EFFECTIVE SMS TO MEET THEIR UNIQUE EQUITIES. THE NEW SMS FOCUSES ON LEADERSHIP AND ACCOUNTABILITY OF LEADERS FOR RISK MANAGEMENT AND THE PERFORMANCE OF THEIR TEAMS. REF F PART A IS IN COORDINATION FOR RELEASE THIS SUMMER. 4. A KEY COMPONENT IN MOVING FORWARD IS FOR NAVAL LEADERSHIP TO UNDERSTAND WHAT BEHAVIORAL CHANGES ARE REQUIRED TO IMPROVE MISSION PERFORMANCE AND COMPLIANCE TO ESTABLISHED STANDARDS. IN ORDER TO COLLECT COMPLIANCE BEHAVIOR DATA AT THE UNIT LEVEL, NAVAL SAFETY COMMAND DEVELOPED A LOCAL AREA ASSESSMENT (LAA) WHICH WILL BE A NO-NOTICE ASSESSMENT AT THE UNIT LEVEL (ECHELON IV AND V). MODELED AFTER NAVAL REACTORS’ MONITOR WATCH PROGRAM, LAA WILL BE NOMINALLY 3-6 HOURS IN DURATION. NAVAL SAFETY COMMAND ASSESSMENT TEAM MEMBERS WILL NOT NEED ESCORT BUT WILL REQUIRE ACCESS TO ALL SPACES WITH EXCEPTION OF CLASSIFIED OR CONTROLLED AREAS UNLESS PRIOR COORDINATION IS MADE TO SATISFY UNIT REQUIREMENTS. TO THE MAXIMUM EXTENT POSSIBLE, ASSESSMENTS WILL BE NON-INTRUSIVE IN NATURE, CONDUCTED IN PORT OR AT HOME STATION AND WILL NOT REQUIRE AN INBRIEF OR EXECUTION OF ANY UNPLANNED EVOLUTIONS. UNITS WILL EXECUTE THEIR NORMAL PLAN OF THE DAY, AND NAVAL SAFETY COMMAND ASSESSORS WILL OBSERVE DECK PLATE EXECUTION AND COMPLIANCE WITH ALL APPLICABLE REFERENCES. THE PURPOSE OF THE NO-NOTICE ASSESSMENT IS TO OBSERVE THE UNIT’S DAY TO DAY STANDARDS WHICH ARE A DIRECT REFLECTION OF THE CHAIN OF COMMAND’S STANDARDS. ALTHOUGH NAVAL SAFETY COMMAND IS LOOKING AT COMPLIANCE BASED DEFICIENCIES AT THE UNIT LEVEL, WE ARE MORE INTERESTED IN WHY THE DEFICIENCIES EXIST – I.E., WHAT ARE THE ORGANIZATIONAL FACTORS THAT ALLOWED/ENABLED NON-COMPLIANCE TO EXIST. IN ESSENCE, NAVAL SAFETY COMMAND IS ASSESSING THE TYCOM’S STANDARDS BASED ON OBSERVING UNIT DECK PLATE BEHAVIORS. 5. THIS PROCESS WILL BE EXECUTED SUCH THAT APPROXIMATELY 80% OF THE OPERATIONAL FORCE AND THE SUPPORTING BASE OPERATING SERVICES ARE ASSESSED EVERY TWO YEARS. REPORTS WILL BE GENERATED FOR USFF, PACFLT, CNIC, NAVFAC AND ASSESSED TYCOMS. ALL DEFICIENCIES WITH APPLICABLE RISK ASSESSMENT CODES WILL BE DOCUMENTED IN RMI. ASSESSMENTS WILL INCLUDE A MIX OF SAILOR INTERVIEWS AND OBSERVING/ REVIEWING ANY OR ALL OF THE FOLLOWING: -EXTERNAL AND INTERNAL POLICY ADHERENCE -IMPLEMENTATION OF CONTINUOUS IMPROVEMENT PROCESSES -PROGRAM OWNERSHIP, ADMINISTRATION, AND EXECUTION -WATCHSTANDING AND SCHEDULING -OBSERVATION OF ROUTINE OR MAJOR EVOLUTIONS -FATIGUE MANAGEMENT -PROCEDURAL COMPLIANCE -OWNERSHIP -LEVEL OF KNOWLEDGE -FORMALITY -FORCEFUL BACKUP -ORM/TCRM/PBED -MANNING, TRAINING, AND MATERIAL READINESS 6. ALL TIME SENSITIVE OR INHERENTLY DANGEROUS DISCREPANCIES OBSERVED WILL BE IMMEDIATELY BRIEFED TO THE COMMANDER, OIC, CDO/SDO OR OTHERWISE DESIGNATED REPRESENTATIVE. OUTSIDE OF THIS, AN INFORMAL OUTBRIEF WILL BE PROVIDED UPON REQUEST. OBSERVATIONS, SPECIFIC DISCREPANCIES, TRENDS, AND RECOMMENDATIONS WILL BE ANALYZED TO ASSESS OVERALL SMS HEALTH. 7. SEPARATE FROM LAA, NAVAL SAFETY COMMAND WILL BE ASSESSING THE CERTIFICATION/INSPECTION TEAMS (AFLOAT TRAINING GROUP, CARRIER STRIKE GROUP 4/15, ETC) USED TO CERTIFY UNITS THROUGHOUT THE OFRP (OR SIMILAR FORCE GENERATION PROCESSES FOR NON-CSG/ESG CENTRIC FORCES). THIS ASSESSMENT WILL AUDIT THE EFFECTIVENESS OF THE PROCESS AND ENSURE THAT STANDARDS ARE CONSISTENT THROUGHOUT THE ENTERPRISE. NAVAL SAFETY COMMAND HAS ALREADY EXECUTED SEVERAL PILOT ASSESSMENTS WITH AFLOAT TRAINING GROUP ATLANTIC, AND WILL IOC THESE NO-NOTICE ASSESSMENTS IN JULY 2022. 8.
