Executive Director Tri-Weekly Update

This Tri-Weekly provides updates from NAVSAFENVTRACEN on current Training Requirement Review (TRR) opportunities, reminder for the Environmental Community, a reminder regarding student no-shows, and Risk Management Information (RMI) training registration.

Training Requirement Reviews – Your Expertise Matters. NAVSAFENVTRACEN is currently conducting several Training Requirement Reviews (TRRs) and is seeking Subject Matter Experts (SMEs) from across the enterprise to participate. The quality of our training depends on the expertise of today's operational workforce. As missions, equipment, regulations, and procedures evolve, our training must evolve as well. Current operational SMEs play a vital role in ensuring our courses continue to provide the knowledge and skills the Fleet needs to accomplish the mission safely and effectively. For the Environmental Community. As a reminder of the information previously shared in the 11 June and 1 July Tri-Weekly updates, NAVSAFENVTRACEN completed its analysis of the validated FY27 requirements following receipt of the final Echelon II needs assessment submissions on 27 May 2026. The approved FY27 course schedule (CHRON) and first-quarter quotas released in eNTRS on 7 July reflect a deliberate prioritization process based on validated Fleet requirements and the funding controls provided by the resource sponsor. Unfortunately, environmental training funding has continued to decline each fiscal year since FY23, with FY27 funding controls representing an overall reduction of approximately 39.2 percent compared to FY23. As a result, while the demand for environmental training remains high, the number of course convenings that can be supported is significantly reduced, and the published FY27 schedule represents the maximum training capacity currently available under existing funding. Please continue to communicate this information to your stakeholders and encourage commands to register early, as available seats will fill quickly and the ability to add additional convenings during the fiscal year will be extremely limited unless additional funding becomes available. Should stakeholders have concerns regarding unmet environmental training requirements or the reduced number of available course convenings, I respectfully recommend those concerns be communicated through their chain of command to OPNAV N41, the environmental training program resource sponsor, as NAVSAFENVTRACEN's course capacity is directly driven by the funding controls and resources provided and the validated requirements submitted via the needs assessment.

Student No-Show Reminder. As we approach the end of FY26, NAVSAFENVTRACEN has recorded 1,399 student no-shows. Each unused quota represents a lost training opportunity for another member of the workforce and impacts our ability to effectively manage limited training resources. Please review your organization's quotas and ensure students attend courses they sign up for. If a student is unable to attend, cancel the quota as early as possible or provide a qualified replacement whenever feasible. A student is considered a no-show when:

As outlined in NAVSAFENVTRACEN policy, lists of students with confirmed quotas who meet the no-show criteria are provided to stakeholder leadership on a quarterly basis. Thank you for helping us maximize training opportunities across the enterprise.

Risk Management Information (RMI) Training. Registration remains open for monthly RMI training sessions. Students should use the monthly registration link to enroll in any or all RMI course offerings. Participants may attend the entire monthly series or register only for the individual sessions needed to support their duties.
