Good morning. This week’s tri-weekly includes reminders on our open training reviews and the ECATTS tasker, the newly posted October–December RMI training schedule, and September training opportunities that still have quotas available.

 

  • Environmental Community-ECATTS Course Requirement Review and Validation DON-260731-XH28.  We continue to receive questions regarding the intent of the ECATTS review, so I want to provide some additional clarification. The primary question we are trying to answer is whether each ECATTS course supports a Department of the Navy enterprise requirement or a local/installation-specific requirement. Simply using a course locally does not necessarily mean the course is an enterprise requirement. Likewise, a course may be used at multiple locations because each activity has a similar local requirement without there being a DON-wide requirement for the training. As you conduct the review, please look at what is driving the training requirement. Is the course required across the DON based on a regulation, policy, or enterprise program requirement, or is it needed because of a local permit, installation procedure, mission, environmental condition, or other site-specific requirement? That distinction is the information we need from the environmental community. This review is not intended to determine whether a course is useful. It is intended to identify where the requirement resides and whether ECATTS should continue to support that training at the enterprise level. The better we understand the requirement behind each course, the better positioned we will be to make informed decisions about the future ECATTS course catalog.

 

Echelon II commands are requested to continue coordinating with subordinate commands and environmental program managers to ensure the personnel closest to the requirement are involved in the review. Responses should be consolidated, validated, and endorsed at the GS-15/O-6 level and submitted by 1 October 2026. Please refer to DON-260731-XH28 for the complete review and submission requirements.

 

  • Open Training Requirement Reviews.  Several NAVSAFENVTRACEN Training Requirement Reviews (TRRs) remain open. Thank you to the SMEs and commands that have already provided feedback and supported these reviews. Current reviews include:

 

  • Hazardous Material Control and Management Technician – DON-260702-4Z97: SME feedback due 8 September 2026.
  • Basic Laser Safety Officer – DON-260708-C32V: SME feedback due 11 September 2026.
  • Safety Managers Course – DON-260715-5LXD: SME feedback due 2 October 2026.

 

These reviews depend on input from personnel currently performing or overseeing the work. Your feedback helps us confirm that course requirements, learning objectives, and instructional content remain aligned with current regulations, policies, and Fleet performance requirements.

 

 

  • September Training Opportunities – Quotas Still Available.  September is here, and several of our highest-demand courses still have quotas available. Please review the attached CHRON for current course offerings and convenings with open quotas. Take advantage of the open quotas and sign up while the quotas are available.  As a reminder, the preferred enrollment method is via eNTRS. Commands should identify the desired course and convening and submit the quota request through eNTRS. Please ensure the student information provided in the quota request, particularly the email address, is current and accurate. This is especially important for Global Online courses because course access information is sent directly to the student.
