Ladies and Gentlemen,
Good morning! As we prepare for the upcoming change of command on 7 August 2025, I want to take a moment on behalf of the entire team at the Naval Safety and Environmental Training Center to wish CAPT(Sel.) N. Cody Schaal fair winds and following seas. His leadership and commitment to safety, occupational health, industrial hygiene, and environmental and emergency management training have strengthened our center’s mission and directly supported the readiness of commands across the Fleet. While transitions are a natural part of Navy life, our mission remains constant as we welcome our Prospective Commanding Officer, CDR Benjamin Barrus.
This week’s update highlights important reminders on course enrollment, funding status, and available resources like ECATTS, along with the latest no-show report.
FY26 Funding Status:
Enrollment Reminders: As a reminder, the Naval Safety and Environmental Training Center (NSTEC) may cancel courses with low enrollment 30 calendar days prior to the scheduled start date. Please ensure your personnel are enrolled early to avoid cancellations. The minimum enrollment thresholds are:
Spotlight on ECATTS – Environmental Compliance at Your Fingertips: The Environmental Compliance Assessment, Training, and Tracking System (ECATTS) is a powerful online training tool designed to support Department of Defense personnel in understanding and meeting environmental compliance obligations. Whether you are stationed stateside or overseas, ECATTS delivers accessible, web-based training on a range of environmental topics critical to maintaining regulatory compliance and mission readiness.
Key Features of ECATTS:
Whether you need annual refresher training or specialized environmental compliance courses, ECATTS is a valuable resource for individuals and commands alike.

No-Show Accountability: As of 21 July, 1,798 quotas have been reserved but left vacant due to no-shows. This is 1,798 students that could have received training. A no-show is defined as a situation where a student holding a confirmed quota does not report for the course, and the command fails to provide a replacement at the initial class muster. It also includes instances where a command cancels a granted quota within four or fewer working days before the course start date without supplying a replacement. Additionally, a student is considered a no-show if they fail to meet course prerequisites or are absent from the course of instruction to such an extent that they cannot receive credit for course completion. We understand schedules change. Please substitute qualified personnel whenever possible. All cancellations and substitutions must be submitted via eNTRS https://app.prod.cetars.training.navy.mil/eNTRS or by emailing navsafenvtracen.quotas@us.navy.mil. Any cancellation within four business days of the class start will be marked as a no-show if a replacement is not provided.
As we continue to monitor training attendance, below is the latest snapshot of commands with 20 or more no-shows:
