Good morning. This Tri-Weekly provides updates and reminders from NAVSAFENVTRACEN regarding our remaining FY26 course schedule and the status of the FY27 course schedule development and registration.

 

  • FY26 Schedule. Please note that several changes and additional course offerings have been incorporated into the schedule. As always, for ease of reference and situational awareness, all updates have been highlighted.

 

  • FY27 Schedule.  The Naval Safety and Environmental Training Center (NAVSAFENVTRACEN) is pleased to release its FY27 training schedule. This schedule was developed through a deliberate, data-driven process that considered applicable regulatory and policy requirements, historical course utilization rates, validated needs assessment inputs submitted by the respective Echelon II commands, and the projected impact of personnel turnover across the Fleet. Consideration was given to commands with historically high rates of military personnel rotation, as well as previous course convenings where prerequisite requirements were not attained by a significant portion of the target audience. These factors were evaluated to ensure training opportunities remain aligned with operational requirements, workforce sustainment, mission readiness, and the ability of commands to effectively utilize available training quotas. Additionally, course convenings were prioritized and balanced within the fiscal constraints and controls provided by Naval Safety Command for occupational safety training requirements and OPNAV N41 for environmental training requirements. The resulting schedule reflects NAVSAFENVTRACEN’s continued commitment to delivering mission-focused, cost-effective, and strategically aligned training that supports fleet readiness, regulatory compliance, and warfighting effectiveness across the Navy enterprise.

 

For both the Safety and Environmental communities, FY27 first-quarter quotas will be released on 7 July 2026.

 

For the Safety community, please see the attached FY27 Course Schedule (CHRON), which provides the planned course offerings, locations, and delivery platforms for the upcoming fiscal year.

 

For the Environmental community, NAVSAFENVTRACEN received the final Echelon II needs assessment input on 27 May 2026 and has since completed its analysis and prioritization of training requirements using the methodology outlined above. While the detailed FY27 Environmental Course Schedule is still being finalized, current fiscal controls and funding allocations provided by the resource sponsor have necessitated a focused and deliberate approach to course selection.  It is important to note that NAVSAFENVTRACEN has experienced declining environmental training funding controls each fiscal year since FY23. This trend continued into FY27, resulting in an overall reduction of approximately 39.2 percent in available funding controls when compared to FY23. For comparison, FY26 funding controls reflected a 21.3 percent reduction from FY23 levels. The continued decline in available resources has significantly impacted the number of course convenings that can be supported despite the validated training requirements identified by the Echelon II commands.  As a result, difficult decisions were required during the course selection and prioritization process to ensure that available resources were aligned with the Navy's highest-priority environmental training requirements while still addressing, to the greatest extent possible, the needs identified by the Fleet.

 

NAVSAFENVTRACEN would like to thank those Echelon II commands that submitted comprehensive and validated needs assessments, rather than solely identifying desired course quotas. These assessments were instrumental in informing the prioritization process and ensuring that limited resources were aligned with the Navy's highest environmental training requirements.  Additionally, the validated needs submitted by the Echelon II commands serve as a critical component of NAVSAFENVTRACEN's annual Programming, and Budgeting submissions to higher headquarters, helping to justify future resource requirements and funding controls.  Accordingly, based on validated requirements, regulatory drivers, historical utilization, and available funding, the following environmental courses are planned for delivery during FY27. The next NAVSAFENVTRACEN tri-weekly update will incorporate into the FY27 CHRON the finalized environmental course convening dates, locations, and delivery platforms. Additional course offerings may be added throughout FY27 should supplemental funding become available.
