Executive Director Tri-Weekly Update

  Ladies and Gentlemen,

 

Good morning. This Tri-Weekly starts with a few items requiring your attention and closes with some great news highlighting the impact of NAVSAFENVTRACEN training and professional development efforts across the enterprise.

 

Ø  Environmental Community: Request for ECATTS Course Requirement Review and Validation DON-260731-XH28.  Naval Safety Command has directed Naval Safety and Environmental Training Center (NAVSAFENVTRACEN) to conduct an enterprise-wide review of Environmental Compliance Assessment, Training, and Tracking System (ECATTS) training requirements. Since ECATTS was established in 2009, the number of available training courses has expanded significantly. This review is intended to determine which courses continue to support Department of the Navy enterprise requirements, which courses support local or installation-specific requirements, and where training requirements may have changed.  We need deliberate participation from across the Navy and Marine Corps environmental community to ensure this review accurately reflects current regulatory requirements and operational needs. The results will help inform future decisions regarding which environmental compliance training capabilities should be maintained at the enterprise level. The quality of those decisions will depend on the quality and completeness of the input we receive.

 

Echelon II commands are requested to disseminate DON-260731-XH28 to subordinate commands and appropriate environmental program managers. Those closest to the programs are best positioned to identify the regulations, policies, permits, and operational requirements driving the need for this training. Broad participation is essential to ensure we have an accurate picture of requirements across the enterprise.

 

Responses should be consolidated, validated, and endorsed at the GS-15/O-6 (or equivalent) level and submitted by 1 October 2026. Please refer to DON-260731-XH28 for the complete review and submission requirements.  This is similar to the annual needs assessment tasking.   

 

Ø  Open Training Requirement Reviews.  As a reminder from our last Tri-Weekly, several NAVSAFENVTRACEN Training Requirement Reviews (TRRs) remain underway. Thank you to the SMEs who have already volunteered their time and expertise to support these efforts.

 

Current reviews include:

 

·      Hazardous Material Control and Management Technician – DON-260702-4Z97: SME feedback due 8 September 2026.

·      Basic Laser Safety Officer – DON-260708-C32V: SME feedback due 11 September 2026.

·      Safety Managers Course – DON-260715-5LXD: SME sign-up due 28 August 2026; feedback due 2 October 2026.

 

These reviews are an important part of ensuring our training remains aligned with current operational practices, regulatory requirements, and the knowledge and skills required by the Fleet. We greatly appreciate the continued support of our enterprise SMEs.

 

Ø  Now for Some Good News!  We are proud to share two recent NAVSAFENVTRACEN accomplishments that highlight the value of our training and professional development programs.

 

Respiratory Protection Program Management Course Earns ACE College Credit Recommendation.  The NAVSAFENVTRACEN Respiratory Protection Program Management (RPPM) Course has earned a college credit recommendation from the American Council on Education (ACE). Students who successfully complete the course on or after 29 July 2026 are eligible for a recommendation of four lower-division baccalaureate semester hours through the ACE Military Guide.

 

This recognition validates the academic rigor and instructional quality of the course while providing our students with an opportunity to translate their professional military education into progress toward a college degree.

34th Annual Joint Safety and Environmental Professional Development Symposium Sets New Standards.  The results are also in from the 34th Annual Joint Safety and Environmental Professional Development Symposium (PDS), and there is a lot to celebrate. This year's virtual symposium brought together more than 3,100 participants, featured 130 educational sessions presented by 120 speakers, delivered more than 150 hours of professional instruction, and generated more than 15,000 session logins.

 

These numbers reflect the continued demand for high-quality professional development and, more importantly, the willingness of professionals across the Joint Force to share expertise, collaborate, and continue learning.
