Executive Director Tri-Weekly Update

Ladies and Gentlemen,

Good morning! I trust this update finds you well. This tri-weekly communication addresses a critical issue impacting training availability---student no-shows. As of April 28, 2025, 1,108 no-shows have prevented other students from attending valuable courses. We need your help to rectify this.

What is a no-show:

• A command/activity has a quota for a student who does not report for a course of instruction (COI) and the command does not provide a replacement student at the initial class muster.
• A command cancels a granted quota four or fewer working days before a course convenes without providing a replacement.
• A student does not meet course prerequisites.
• A student is absent from the COI to the extent that they cannot obtain credit for the course.

Commands with High No-Show Rates:  The following 11 commands account for over 177 no-shows. We urge leadership within these commands to review internal procedures for managing training quotas they have reserved. Please help us address this issue. To view the complete list: open the "FY25 No-Show Data Report" > Select the "FY25 No-Show" tab > Sort by "Activity Name."

Rescheduling/Quota Cancellations:  We understand that circumstances may require you to reschedule a course. We highly encourage substitutions when personnel originally signed up for a class are unable to attend. Please keep in mind, substitutes must meet the prerequisites of the course. Commands having a confirmed quota must cancel their quota as soon as possible and in no case less than four business days prior to the class convening date. Any quota reservation cancelled within four business days will be marked as a no show if a replacement is not provided.  Cancellations and changes to a reservation must be submitted via eNTRS https://app.prod.cetars.training.navy.mil/eNTRS or by emailing navsafenvtracen.quotas@us.navy.mil.

Low Enrollment: Courses with less than 10 students (Environmental) and 5 students (Safety) enrolled risk cancelation. Please help us fill the courses listed below. Registration is available via eNTRS.

General Reminders:

• Registered for an online class? Students will receive course access NLT 72 hours prior to the course start date. Information regarding course access will be provided via the email address used to reserve the quota. Please ensure you are able to access the online portal prior to the course start time.
