EMC (EXW/SW/AW) Jamar M. Stroughn
A native of Newark, New Jersey, Chief Petty Officer Stroughn enlisted in the United States Navy on April 20, 2010. Upon completion of Recruit Training Command in June 2010, he attended Basic Engineering Common Core (BECC), Advanced Technical Training (ATT), Electrician’s Mate “A” School, and Expeditionary Combat Skills (ECS) in Gulfport, Mississippi. Chief Stroughn's operational assignments include tours with Maritime Expeditionary Squadron Five (MSRON 5), and Maritime Expeditionary Squadron Three (MSRON 3) in Imperial Beach, California. He also served at Air Test and Evaluation Squadron Two Three (VX-23) in Patuxent River, Maryland; aboard USS TRUXTUN (DDG 103) in Norfolk, Virginia; and currently at the Naval Safety and Environmental Training Center (NAVSAFENVTRACEN). Throughout his career, he completed numerous technical and leadership schools, including ECS, Navy Instructor, CNATT Lakehurst, Surface Warfare Officers School (SWOS) in both Norfolk and Great Lakes, and NSSATC Dam Neck. Chief Stroughn was advanced to the rank of Chief Petty Officer on October 21, 2022, while serving aboard USS TRUXTUN. His leadership roles included Electrical Division Leading Chief Petty Officer (EE LCPO), Engineering Officer of the Watch (EOOW), and Command Mentorship, Sponsorship, and Indoctrination Coordinator.
He has deployed in support of several global operations, including to Kuwait Navy Base (KNB) in 2012, Fujairah, United Arab Emirates in 2014, and with the DWIGHT D. EISENHOWER and GEORGE H.W. BUSH battlegroup in 2020 and 2022 during deployments to the 5th and 6th Fleet areas of responsibility (AORs), including the notable COVID-19 pandemic deployment.
Reporting to NAVSAFENVTRACEN on March 18, 2024, Chief Stroughn serves as a qualified instructor for both Aviation Safety Specialist (AVSS) and Safety Programs Afloat (SPA), delivering global online and resident courses. In January 2025, he was selected as the Senior Enlisted Leader for the command.
His personal awards include Navy and Marine Corps Achievement Medal (four awards), Flag Letter of Commendation, Military Outstanding Volunteer Service Medal.
